Pełna transparentność danych o IV strefie – udostępnianie danych teledetekcyjnych, wyników monitoringu itp., by społeczeństwo mogło ocenić skutki decyzji.
Konkluzja: utrzymywanie „lasu gospodarczego” wewnątrz Obiektu Światowego Dziedzictwa jest nie do pogodzenia z ideą UNESCO; konieczne jest zniesienie IV strefy i jednolity, wysoki standard ochrony dla całej Puszczy.

Main points of the position
Zone IV was originally conceived as a temporary solution, intended only for the period of renaturalisation of former production forests, and not as a permanent area for timber harvesting within the World Heritage Property. The current model of so‑called “active protection” in Zone IV in practice means continued forest management (logging, artificial regeneration, permitted hunting), which entrenches the model of a managed forest instead of supporting natural processes. The period of reduced logging has shown that the forest is capable of self‑renaturalisation, and a return to intensive cutting would destroy the results of this regeneration and undermine Poland’s credibility vis‑à‑vis UNESCO. Zone IV has become a hotspot of social conflict (State Forests vs civil society organisations, scientists and part of the local communities), while long‑term economic and social benefits are more strongly linked to the protection of a primeval ecosystem than to short‑term timber extraction.
PTOPP’s demands
Gradual phase‑out of Zone IV – abandoning planned timber harvesting and artificial planting, and aligning its management rules with those in the more strictly protected Zones I–III.
Recognition of the priority of natural processes in all zones of the Property – renaturalisation taking precedence over economic objectives.
Establishment of a permanent advisory body at the Ministry of Climate and Environment or the body managing the Plan, with the participation of scientists, NGOs, local governments and residents, which would monitor implementation of the Plan and recommend adjustments.
Full transparency of data concerning Zone IV – making available remote‑sensing data, monitoring results, etc., so that the public can assess the impacts of decisions.
Conclusion: maintaining a “production forest” within a World Heritage Property is incompatible with the idea of UNESCO; abolishing Zone IV and introducing a uniform, high standard of protection for the entire Forest is essential if Poland is to credibly fulfil its obligations towards UNESCO.
